تشير المادة 155 إلى أن للنائب العام أو من يفوضه، أو لقاضي التحقيق المختص، حق إدراج أي شخص على قوائم ترقب الوصول أو منعه من السفر في حالات الجنايات والجنح التي يعاقب عليها بالحبس لمدة سنة على الأقل، بشرط وجود أدلة كافية على جدية الاتهام. ويتم هذا الإجراء لضمان التحقيقات وتنفيذ العقوبات، ويمكن أن يستمر لمدة لا تتجاوز سنتين.
تم اتخاذ قرار وضع عصام صاصا على قوائم الترقب والوصول كإجراء احترازي، خصوصًا أنه سبق وأن تم إخلاء سبيله على ذمة التحقيقات، لكنه سافر خارج البلاد. وقد اتُهم عصام صاصا بالقتل الخطأ نتيجة دهسه لسائق على الطريق الدائري بالجيزة أثناء قيادته سيارته تحت تأثير المخدرات.
